Meet our senior leadership team led by Julie Pal, our CEO.

Supported by an ambitious board of trustees, a senior leadership team with a can-do attitude and a broader staff team passionate about delivering first-class services enables Julie to explore interesting and exciting opportunities for CB Plus. Allowing the organisation to spread its wings to reach as many people, communities and organisations as possible.

Julie has been working for the organisation since 2013. She has overseen its radical transformation from a small, local infrastructure organisation to a multi-borough, award-winning membership organisation with a national reputation. Following her appointment to CB Plus, she was invited to become a Fellow of the Royal Society of Arts.

Helen Harte

DIRECTOR OF OPERATIONS

Helen, brings extensive expertise in driving positive change. With a focus on business development and communications management, she collaborates with businesses on community initiatives and ensures their active contribution to corporate social responsibility. Helen actively addresses food insecurity, the digital divide, and other pressing issues through impactful campaigns, crowdfunding, and partnerships. Her strategic leadership guides our Communications team, shaping our communications strategy and overseeing operations.

Fehintola Kolawole

DIRECTOR OF HEALTH AND CARE

Tola is the Head of Wellbeing here at CB Plus. She is a Public Health Nutritionist with a Master’s in Nutrition and Prince 2 qualification. As part of her role in the Senior Leadership Team, she oversees all Health and Wellbeing projects CB Plus delivers and leads the award-winning Barnet Wellbeing Service and Enfield Connections. Tola attends senior-level mental health and wellbeing meetings and works with several partners. Her passion is working with communities and helping them improve their wellbeing.

Jeni Osbourne

DIRECTOR OF COMMUNITIES AND PARTNERSHIPS

Jeni, our Head of Community Services, deeply understands the challenges and successes faced by small to medium-sized charities, thanks to her extensive experience. She works closely with our members, including community groups, multi-faith organisations, social enterprises, and the organisations we act as Local Trusted Organisations for. Passionate about building strong and lasting brands, Jeni leverages her knowledge and network to help the organisations she works with to thrive.

Zoe Kattah

DIRECTOR OF YOUNG PEOPLE’S WELLBEING

Zoe leads the Young People Thrive (YPT) team at CB Plus, focusing on building emotionally resilient communities. She is an experienced IAPT practitioner with postgraduate certifications from the University of Reading and University College London. Under her leadership, CB Plus has gained national and local recognition, including the National CYP Now Early Intervention Award (2015) and the Brent Mayor’s Pride of Brent Group Youth Volunteer Award (2019). Zoe facilitates culturally sensitive parenting programmes, such as SFSC, Solihull Approach, and Incredible Years, supporting initiatives like peer mentoring and therapeutic services for at-risk young adults.

Sian Avery

OPERATIONS MANAGER

Sian plays a pivotal role in ensuring CB Plus operates smoothly and efficiently. She supports recruitment, staff onboarding, and HR processes while maintaining up-to-date systems and policies. In addition, Sian provides administrative assistance across teams, helping them stay organised and focused on delivering impactful services. With a commitment to fostering effective operations, she ensures our internal processes align with the organisation’s goals, contributing to CB Plus’s mission of creating positive change in communities.

Vaishali Singh

INTERIM HEALTHWATCH NEWHAM MANAGER

As Interim Healthwatch Newham Manager, Vaishali combines her psychology background with a passion for improving mental health services and advocating for individuals with disabilities. Vaishali works collaboratively within the dynamic Healthwatch Newham team to bridge gaps between service users and providers, fostering empathy and understanding. Dedicated to driving positive change, Vaishali is proud to contribute to an organisation making a meaningful impact on people’s lives by championing better care and amplifying community voices.

Laura Spencer

YOUNG PEOPLE THRIVE OPERATIONS LEAD

Laura oversees the operations of Young People Thrive (YPT) at CB Plus, ensuring the project runs efficiently. Joining CB Plus in 2019 as part of the communications team, she later pursued an MA in Cultural Studies at Goldsmiths, earning a Distinction in 2023. Returning to CB Plus with enhanced expertise, Laura combines her passion for community and culture to empower young people, fostering their growth and development through her work within the Children and Young People team. She plays a vital role in shaping YPT’s impactful initiatives, ensuring they address the diverse needs of the communities they serve.

Kolsum Jahan

SENIOR HEALTH AND CARE MANAGER

Kolsum oversees a range of health and wellbeing projects across Barnet, including the suicide prevention campaign in collaboration with Barnet Public Health and initiatives to increase the uptake of physical health checks for individuals with severe mental illness alongside Barnet Federated GPs. She also leads a public awareness campaign with the North Central London Cancer Alliance. In addition, Kolsum supports the delivery of the Barnet Wellbeing Service and manages a small, dedicated team focused on improving the well-being of residents. She also oversees the CB Plus Primary Care group, working to enhance primary care services for Barnet residents.
